If the domestic industry does not submit a relevant application, the Ministry of Commerce has not initiated the initiative before the expiry date of the anti-dumping measures. In the final review, anti-dumping measures were terminated on April 18, 2012.
It is reported that on April 17, 2007, the Chinese Ministry of Commerce decided to impose anti-dumping duties on imported
Electrolytic Capacitor paper originating in Japan. The anti-dumping measures have been implemented since April 18, 2007 and will expire on April 18, 2012.
According to the Ministry of Commerce, Article 48 of the “Regulations of the People’s Republic of China on Anti-dumping” stipulates that if the termination of anti-dumping duties is determined after re-examination may result in the continued or recurrence of dumping and damage, the period for collecting anti-dumping duties may be extended.
Domestic industries or natural persons, legal persons or related organizations representing domestic industries may submit an application for final review in writing to the Ministry of Commerce 60 days before the expiration date of the anti-dumping measures. The application should contain sufficient evidence to require a clear indication of the final review and termination of the anti-dumping measures that may lead to the continuation or recurrence of dumping and damage.
The Ministry of Commerce stated that if the domestic industry or the natural person, legal person or related organization representing the domestic industry did not submit an application for review, the Ministry of Commerce did not voluntarily initiate a final review before the expiry date of the anti-dumping measures. The above anti-dumping measures were adopted in 20124. The implementation will be terminated on the 18th of this month.
